he six Bureaux, the Railway Department and the
Monopoly Bureau are placed under his supervision. This
change is, however, almost purely nominal as the Civi₺ 17
Governor has always held the additional office of
Director of the Railway Department. The Governor-
General's Secretariat is shorn of the Naval and Military
Adjutants.
As regards military matters, the office of Com-
mander-in-Chief of the Forces in Formosa is established.
To this officer, who is to be either a full General
or a Lieut-General and personally appointed by the
Emperor, the military powers and duties formerly vested
in the Governor-General are transferred, except for
the fact that the Gendarmerie are exempt from his
control in so far as their non-military duties are
concerned. The term "Formosan Garrison" is altered
to "Formosan Forces" and the Commander-in-Chief is
provided with a Chief of Staff and a Staff Office.
This is nothing more than the old Army Staff Office
under a new name and the former Chief of the Army
Staff has become Chief of Staff to the Commander-in-
Chief.
I am not quite clear regarding the naval dispos-
itions and this is the point on which I have been
trying to get elucidation from the Section of Foreign
Affairs. The Naval Staff Office has been done away
with and I believe that the Naval Forces in Formose
and the Pescadores are now under the control of the
Commander of the Sasebo Naval Station.
I do not,
however, yet understand the position of the present
Governor-General in relation to naval matters nor the
position which the former Chief of the Naval Staff
Office is to occupy. I shall hope to submit a further
despatch on this matter at a later date.
